Load an ini file and create a Scol type object.

Prototype :

fun [Chn P] INIFile

• Chn : any channel, typically the current channel (_channel).
• P : a read reference ini file. This should not be nil (in this case, the object will not be created).

Return : INIFile the new object or nil if error (invalid file, bad syntax in the ini file are the most cases of errors).
